The description describes the $29.99 "Early Access" Dota 2 so I think it comes with the items as well.

If you don't have many (or any) Valve games then you can't go wrong with the Valve Complete Pack. If you're only considering it for the Dota 2 "Early Access" then it's not really worth it.
