These Game Keys are region locked and only working in the following countries:

AT
CH
US' is there. And the 'Get a free dupio steam key' just move to the above mentioned. I don't check this...

How is that surprising ? They want people who want the game to register on the site themselves so they get more traffic instead of you getting all the fortune and glory that comes along with giving away a prestigious game like that.

Well I do understand it, and what I found interesting is not the rule itself but that SteamGifts is particularly mentioned, I wouldn't have thought that there's so many people regifting their keys that it's worth mentioning, would've thought that there's mainly people who resell the games. Should've made clear what I found so interesting ^^

Yeah, it used to be a "big" problem. And since promotional freebies from Orly didn't count as bundled (unless they already were before) there were quite a few people creating a dozen accounts to farm freebies and give them away here. I assume multiple people complained about it at Orly because they instituted the "You have to activate your games from Orly on your own account otherwise you'll be blocked from participating in future Orly giveaways." rule which pretty much put an end to that.
Edit: Also I assume there is barely any market for games like they give away on the grey market so that probably explains why a lot of them ended up as giveaways.
