a quick google search tells me you're not alone with this problem.
suggestions:
1) try a different browser
2) disable your browser add-ons
3) check your hosts file (see wikipedia on how to locate your hoosts file)
4) virus/malware scan

You should have the Java extension disabled in your browser and only enable it if you absolutely need it. It's a big security risk.
Which browser are you using? If you're using Firefox, try creating a new profile (google how to) and see if it persists.

I think you are talking about these ads that redirects to a fishy site where they are suggesting you your Java isn't up to date (doesn't matter if you have installed Java or not). If that is the case (you get redirected only while browsing those sites, not any random site), if the webmasters don't help you and you want still visiting their site best thing you can use against them is an Adblock like extension.

Yes this is what's happening to me as well. It happened twice when I was opening a giveaway page and it redirected me to some fake Java update page. I clicked "ok" to close the pop-up and it automatically downloaded a java.exe file, which I deleted immediately. I do not think I was infected but it was very frigthening and I'm still worried. Malwarebytes hasn't found anything though and I haven't noticed anything strange.
Anyways if you get redirected to that page do not click anything and close the tab immediately. I didn't think closing the pop-up would automatically download a file without my approval since I am using NotScripts on Chrome but it did.

BTW, there is another thread about this , it's 6 months old but it's still the same problem as this one.
It says the problem is on steamgift's side, cg fixed it but I guess it's back again.
