Same problem happened to me. Contacted support.
"Hello,
Thank you for submitting your question to our staff. We will respond to your question by email." 4 May
by the time they say anything else, problem fixed. And Afterwards i got this:
"Hello VladTaltos,
Thank you for contacting Steam Support.
We apologize for the delay.
I see that you've logged in and completed a purchase since submitting your last message to Steam Support.
If you still need help with this issue, please let us know in a reply to this ticket.
If the issue is resolved, there is no need to reply to this message - your ticket will be closed automatically."
Just give it a few days...

I am having troubles buying games on store.
I am getting "An unexpected error has occurred. Your purchase has not been completed. Please contact Steam Support."
Sometimes i can finish the purchase. It happend 2 days ago, i was able to buy 4 games, but after that no luck. I think i ve tried everything, but still unable to buy... I remeber there were always limit at 10 games per hour and then it was calling the same error message, but now i cant buy anything on store:( Can someone help?
