Need an explanation please

I was reading through the rules and the FAQ and I came across the notion of exploited games.

How are these exploited and how can I avoid inadvertently exploit a game. I mean there must be a reason and i'm guessing these games were exploited before they were put on the list.

You just don't put them up here as most of those keys fell off a truck somewhere in soviet russia and are not considered legal.

ohh ok so there is a bunch of "not so legal keys" out there. Thank you i will close this thread now because if thats the case i don't need to worry about accidently breaking the rules.
