Before that the game was given out by AMD for Brazilian and etc regions. All you needed to do was vote for something and you got the game for free. It was exploited like crazy and then the leak happened a little bit after that. The people who activated before the leak got to keep the game.

I bet there are several Dirt 3's which have been activated but never have been played nor will be played. Poor games.
