Regifting is just too much [GA inside]

I reported a guy for regifting the other day, and I felt kind of bad afterwards for my timing. He got banned just as his regifted giveaway ended, so the winner of the GA won't get the game. I feel bad for the winner, since the game should end up in someone's library : /

I'm not saying I would do this but I wonder if testing on this regifting should be done. Seeing how often people can actually do this constantly before getting caught. Maybe then a system can be put in place to prevent this?

I feel sorry about that. I always check who is the winner, check activations, etc. If can ask for a reroll, I do so. And after that I make sure he/her activates it.
