Common Sense and Art of war as priorities, for development and vassal management stuff. Greatly useful for most types of campaigns. You can also play an earlier patch eg 1.13 so you don't have only partly-available mechanics without the Cossacks DLC.

Hi guys,
I am planning to get Europa Universalis 4 today on sale. And together I am thinking of grabbing couples of expansions.
Since I am on a bit of budget constraint, I won't be able to get all and it would be great if seasoned players can advise me which are the must haves and why it is important to have them.
