Chaos Edition includes all content from legendary edition + 3 new races and some new fields. If you allready own one version of BB (classic or legendary) the update to Chaosedition is ~10$..
So you´re right, if you own a previous version it´s like a DLC for a small price. But if you don´t own any of them it´s a all in one bundle =)

I read the steam description of both, and I think it's easier to ask you guys: Are those two different games? It looks like Chaos Edition is just a DLC for Legendary Edition... and it's a lot more expensive (at least in R$). I don't know if it's worthy to buy it...
PS: Too bad XCOM is still too expensive to my pocket... great game. I'll look forward to a little better deal before I can buy it :3
