- Although some users might win on their first entry, others will need to enter a larger number of giveaways before being lucky. If you search for giveaways with a smaller number of entries, such as invite only and group giveaways, you'll have a higher chance of winning.

Have you tried getting a bundle, and putting the games in the bundle onto steamgifts to increase your rank?
Or going through the puzzles category looking for puzzles leading to giveaways? If not, then I give you advice that you try these things.

I'm probably one of the lucky ones with 5 wins at 376 entries, but you really should look into giveaways posted in the discussion boards. They allow you to get into invite only GAs that aren't shown on the front page where a large amount of people join. Also, the puzzle advice is good too. Completing puzzles usually can get you into GAs hat have even less people, cause you actually have to put some effort on occasion to enter. If you check out the games I won, the most entries out of all of them is 130. Also giving a bit wouldn't hurt. get a trash game and put it up for a public level 0 auction, and people will still enter, just to inflate their library.
All in all, actually do something.

lol. I have more than 1400 entries and still 0 games won...BTW, I was level 2 and suddenly I'm level 1 again. Indeed, 1.99, which seems a joke. Is it common than levels lower? I think some bundled games I gave away last June (more than a month ago) have been revised and lowered its value.

there are two reasons for your level to drop:
1) a game's steam price drops. Basically, your level is calculated based on the value of games you've given away. The value is taken from the steam store. So if you gave away a $20 game and a $10 game, your "CV" is 30. but if the $20 game as a permanent price cut and the full price on steam is now $15, your "CV" drops to 25.
2) a game you give away was retroactively bundled. Basically, any game that is on the bundle list is only worth 15% of CV, so if a $20 game is on the bundle list, it's only worth $3. A game should make the bundle list as of the day it's part of a bundle (or on sale anywhere in the world for 95% discount). But the bundle list isn't always kept up-to-date (that would be impossible), so it's possible to buy a game as part of a bundle and get full credit for giving it away. When the bundle list is updated, that'll be corrected to only getting bundle-credit (bundled games are worth 15% of their value, non-bundled games 100%). note that a game will be retroactively attached to the bundle list based on the date it was bundled. If you create a giveaway on monday and the game becomes bundled on tuesday, you get full credit, even after the game is retroactively added to the bundle list
