Why upside? Because people from other regions can't buy them cheaper, so more money for Valve? Or because CIS countries gamers must stay in their region to be able to play their games?

You know, that is how it works all the time. But on region locked games it doesn't work. On games that aren't region locked the Russian traders always has the best prices, if they don't add a lot to profit themselves that is. I've bought lots of games from russian traders, because it was simply the cheapest. Examples: War for the Overworld (couldn't even find it otherwise, russians had it because they buy on request, it's a new game...), Telltale games collection (before the bundle came out obviously).

Too bad I have to wait 2 years instead of half a year to get those region locked games in good price :(
Just look at Skyrim - maybe in this winter it will have some proper, $10 Steam Sale.

Good thing other sources had it cheap, maybe during Summer Sale someone will sell those DLCs cheap (muve, nuuvem, I'm looking mostly at you).

But ok, for traders that's upside. But like usually, upside for traders is downside for customers.

Actually most of them are NOT Region locked
But not all of them are cheaper than other regions either, take God Mode for example, it's kinda even more expensive than other regions!

It's Steam, you get a key in the box which you can use to dowload the game from Steam, or you can just install from disk and it will connect to Steam regardless.

Not Skyrim in any edition was ever available on steam in Poland, rumor is that's due to a deal with local retail distributor. While retail store price is lower than regular steam, it's much higher than sale offers, and there's only base game available, because our local distributors don't believe in dlcs. :/
Same for Black Ops 2 - only first dlc available, no season pass. Fortunately this one is not region-locked, so I can buy it off steam. The only issue is steam price - twice as much as I paid for the base :/

Well, I ordered the game from a UK shop, I just hope I don't get screwed with the activation. I contacted bethesda and they said there SHOULD be no problem activating outside UK... let's hope so.
