They were in part games bundles on sites like Humble Bundle, Groupees, Bundlestars, etc.
Once bundled, a game will remain on the bundle list, effected all future giveaways.

Also check isthereanydeal.com. It lists historical lowest price and whether game was part of some bundle (bear in mind though, that games from tier 3 usually are not considered bundled on this site but ITAD lists them as bundled ). Sooner or later all games that were heavily discounted (-95%+ from US Steam store price) will be listed in bundle list linked by Mullins

Or they was on the middle and lower tier bundles, or very cheap on sales something like 95% ( for some regions ).

I dugged a bit. Looks like it was lowest on sale @ Jun 13, 2015 for 90% sale in steam US PRICE. But since Russia has an inherent 73.6% discount against US price
Then the computation is 1 - ( (1-0.9)*(1-0.736)) = 97.36% discount in russia. Which makes it eligible to be put in the bundle list

I recall reading that to go from level 0, I need to gift a value of 20 USD, and that to go from level 1 to level 2, I need to gift an additional value of 40 USD, but having done exactly that, I'm at "level 1.36" (instead of level 2).
What information am I missing?
