Which is why I said their more recent releases, starting with GTA IV. GTA IV has one of the worst engines, if not the worst in recent years.

Locking it at 30FPS itself is an issue. There are some people who get dizzy and even get sick to their stomach when running games at such FPS - My best friend being one of them. Some people simply cannot physically handle a game at that low of a FPS. Meaning, this time, they didn't simply make a game run badly, but they made it impossible for some people to play it regardless of their system.
Edit: Not to mention, many PC gamers who have gotten used to running games at 45~60+ FPS have gotten to where they can easily tell the difference between those rates, and 30FPS, and it actually bothers some of us to play at that rate. Myself included, it begins to bother my eyes after awhile because it simply runs slower than it should.
There is no excuse for a 30FPS lock on todays PC's.

It's hardly dying. Mod communities and indie devs will see to that, even if it's abandoned by the studios run by suits. There will always be a niche in the market for PC devs because many of us still want choice, customization, control, and complexity in gaming, and those range from exceedingly hard to find to inherently impossible on consoles.

This could be an idea, similar to Mass Effect having the film grain option. The only difference is that you can actually disable film grain if you get tired of it.
