I was lvl 1 on steamgifts with like 10 dollars worth of sent gifts. I see that you need 25 dollars worth of sent gifts to have lvl 2. I made a giveaway with Agents of Meyhem and now I have $40,97 worth of sent gifts. And I am still lvl 1. Why I am still level 1?

Some games are reduced value, and no value.
I checked your account, you sent 1 full value game and 2 reduced value games.
When create GA, if there is a *, it means reduced value. If **, it is no value.
Reduced value = 15% CV.

Hover over the $40.97. Then you see the real CV (Contributer Value). There you have around 14 bucks. Levels are always measured at real CV not the other value.

Like others have said, the value show on your profile is the full retail price in US dollars, but your real CV is calculated based on if the game is considered full value, reduced value, or no value if it has ever been given away for free. The real CV is shown if you keep your cursor over the value on your profile.

You may want to read the section called "Contributor Value And Levels" in the FAQ.

It's still quite confusing. Recently I got 0.03 points for 5P DLC and only 0.02 points for 15P base game. Both are "reduced value"...

The base game is reduced value but Shadows Mode DLC still counts as unbundled.
I'm not bored enough right now to look into why that is so keep in mind it might get retroactively changed should this be an oversight.

Also as a sidenote: It's better if you don't think about CV as Points and instead as Real CV in USD.

So in this case Batman: The Enemy Within gave you $2,25 Real CV because it's on the Bundle list and the Shadows Mode DLC gave you $4.99 because it's not.

Points are bad way to consider as they change depending on level. Real CV and CV needed for levels is way to think if you wish to.
