I've heard quite a few who have had issues with recent winners, so I wonder which of these, if any, are grounds for a re-roll:
-Winner is acting rude for not getting their key instantly ("Where's my ** key" comments)
-Winner threatens to not mark key as received unless received instantly
-Winner writes an insulting and/or threatening comment in the giveaway not directly related to receiving the key
-Winner makes insulting remarks in regards to the game in question, showing that they only want the game for cards and have no intentions of actually playing it ("Why are you giving such a ***** bad game, I only want it for the cards")
-Winner spams comments on your steam wall or in screenshots you've posted on steam in regards to not getting the key instantly
-Winner entered one of your other giveaways through a leaked link and you can prove it

Clarification on the last one:
The winner of the giveaway did not enter the giveaway they won through a leaked link, but entered another giveaway of yours through one.

The leaked link one is definitely grounds for a re-roll, not sure on the others. At the very least you can blacklist the person

Suspended users can be rerolled, regardless of why they are suspended.

Unrelated to Steamgifts if he does anything in Steam

Following the same logic, we shouldn't suspend for scamming because it happens outside of the website

Plot twist, suspended users CAN'T win giveaways if giveaway ends while they're suspended already, regardless when they joined. I learned it the hard way when ArchiBoT spotted a giveaway in limbo which didn't make sense: 1 entry, 1 copy, 0 winners. I was really shocked to receive a message on my steam "WARNING, UNEXPECTED SITUATION HAPPENED, WTF?"

So probably for the same reason you can issue a reroll if you spot that the user is suspended - because he got suspended shortly after winning a game, there's no other way.

It makes sense to prevent users under suspension from winning anything since they obviously wouldn't be able to activate them, but the retroactive punishment of existing wins seems pointless exactly because - as you just mentioned - those wins had to come from before the suspension took effect and were therefore legitimately obtained. On that note, suspended users should be allowed access to their won page so they can activate and mark their earlier wins.
I suppose you could defend it with the fact that your account had already committed the crime so every pending game would be confiscated?

I find it a strange rule as well, apparently it's a way to allow people to enforce street justice against any temporarily suspended users. I've had gifts that were already sent to me retracted during a temp suspension because I hadn't thought to save them immediately and I wanted to wait a day or two before using them.

Just out of curiosity, do you actually suspend for scamming (and other violations) if it's unrelated to SG (the Trades section)?
Does that mean that violation of the Steam ToS in general (which usually goes unpunished on Steam) can be used as grounds for an user report on SG?

I can't really say for sure since this is handled by moderators, but I think that as long as both parties involved in the trade are registered here, it doesn't matter if the trade was initialized here or not.
I don't know the Steam ToS really well, and there are probably some stuff in there we wouldn't care about, but for example if you attempted to sell a Steam account here you would get suspended.

I'm not sure if I understood the second one correctly. So if I were o make a train with SGTools with a check on the first giveaway, only that one would be grounds for re-roll if it gets leaked? I want to make some giveaways in the near future and it would be a pain in the ass to put SGTools checks in every single giveaway, for me and the entrants.

You should only enter to win giveaways for yourself, and if you win a game, it must be activated and redeemed to the Steam account used during registration. If a friend is interesting in joining giveaways, they'll need to register for their own account.

What are levels, and how can I increase my level?

Levels represent a user's contributions to the community. When a user creates a giveaway that's received by the winner, their level increases in value, allowing them access to additional giveaways as a reward. Levels range from 0 - 10, with level 0 being the default after registration, and level 10 being the highest level attainable. If you mouseover your level in the navigation bar, or the level on profiles, you'll see a tooltip with the level rounded to 2 decimal places, giving you a better idea of small increments in level, and when you're about to level up.
Levels increase almost exponentially, meaning each level requires double the contributions of the previous level. For example, level 4 would require double the contributions of level 3, and level 3 would require double the contributions of level 2.
How much a giveaway increases your level is based on the gifts price, so a $20 game would add twice as much value to your level as a $10 game. There are three other factors that may influence the value of a gift...
After you give away a game 5 times (whether in the same giveaway, or in multiple giveaways), it will begin decreasing in value. The value is decreased by 10% for each additional copy. This means if you decide to give away 8 copies of a $10 game, it would add $74.39 (10 + 10 + 10 + 10 + 10 + 9 + 8.10 + 7.29) in value towards your level. This has little effect on the majority of users, but prevents individuals from receiving a high level from gifting a large number of promotional gifts, games obtained through pricing errors, or keys from contacting game developers.
If a giveaway is invite only, or for a whitelist or Steam group, it will only add value towards your level if it receives 5 or more entries. This is in place to prevent small groups of friends from attempting to cheat the contributor system, and to encourage users to expand the reach of their giveaways. The whitelist feature offers an easy way to target a larger audience, and you can combine it with small Steam groups to receive a greater number of giveaway entries if needed.
Giveaways for bundle games created after the bundle date will always receive 15% of their value. For example, if you gift 2 copies of a $20 bundle game, you would receive $6 (3 + 3) in value towards your level. Keep in mind that changes to the list of bundle games will apply retroactively, so if a bundle begins today, attempting to gift the game before it's added to the list will offer no advantage. Games may also be added to the bundle list if they're available for free during a promotion, or if they're highly discounted in a sale.

Yes. All games won must be activated on your steam account, so you can't give them away.

A couple of days ago there was a person here that was doing something called regifting (I think that is what they called it). Basically they won a game in a giveaway and then tried to do a giveaway on the same game. There were a lot of posts saying that the person should cancel the giveaway, but I'm not sure if they ever did.

Even though I really wanted the game and could have entered the giveaway, I chose not to, as someone else could have won the original giveaway had the original winner not really wanted it in the first place.

First off, I'm sorry this had to happen at all - I'd certainly blacklist the loser and be sure that he's cut off in future.

Irritating as it is - I always find so many nice, helpful and responsive people here that it bothers me to no end that so many jerks are winners in my GAs - I think only the ones that are directly abusive or harassing are reportable. I'd definitely report harassment on Steam and any threats made, even so lame as threatening to not mark it received. There's serious butthead action going on here.

If he wants it for cards, he wants it for cards - it's a waste of a game, and a kindness, and your time and your money. But them's the rules, and you're better than all this anyway. But if he insults or threatens, yes, I'd report him without thinking twice.

Remember, rules are there to protect everyone, including jerks.
In this scenario, only the last statement would be definite grounds for a re-roll, since it makes the win invalid. None of the statements would be grounds for definite re-rolls. The last statement regards an unrelated giveaway and may be punished separately but does not negate the original win.
Statement #2 might also qualify since it's a serious rule violation to threaten with abuse of the system, but you'd need to get your case through before the 7 day limit expires (and you'd need to send the game to know whether he'd actually carry out the actual threat)
In all other cases, the user has violated rules against harassment, which should be reported separately and hopefully result in penalties, but none of these directly affect his win and you are still obliged to send it.

couple years ago i won a game , and i happened to log on just as it ended and i was picked as winner, so i figured just to be nice i would add the guy on steam to make it easier for him.

he freaking LOST it . he was literally so furious that i would add him so quickly that he cussed me out and told me he was re-rolling,

in the end, staff told him he had to give me the key so he did. but that guy was a total douche. after that i never added someone first ever again tho

I don't get why he would get so furious, but you shouldn't contact the creator. You should leave it to him (I think it might even be in the rules). Still, no reason to get that mad.

I had it happen to me once that someone added me immediatly after the GA ended (I didn't even know who the winner was yet) and directly told me to just give him the key because he won. I just told him to be patient and that I would send it when I wanted. Deleted him as a friend and waited to send to key for two days.

It is kind of annoying for the creator to get added so soon. I wouldn't mind it too much, if the person at least was polite, but some do mind it (unfortunatly).

A lot of well known people on SG do that kinda stuff (like saying they're entering to leech :D), and it is basic human behavior to copy what others do. Some guy might think if others can do and get away with their jokes why can't I do the same. Usually sarcastic comments end with a smiley/emote and expect you to understand it.

Also, when they are part of discussion, like in forum, it's easier to understand that this is joke. But if you would comment under my ended giveaway with: "Give me my key now ;)", I'm not sure emoji would made me sure that you're not serious.

Never use sarcasm when on a computer. From typed stuff you can't see if it's sarcasm and in most cases it will be picked up seriously. If you report them, they can't defend themselfes with "it was just sarcasm."

In addition, it's good to remember that there are a lot of users who doesn't know English well and even something very obviously "not-serious" may be mistaken by them for something offensive and rude. So once again... Unless is a regular thing between you and GA creator and you just know that he will get it... Not a good idea.

I give out my keys promptly. Most of my giveaways are 1hr long, if not I make them long enough such that they end when I'm at my computer. Generally I have them sent out in under 10 minutes. That said, if anyone ever came at me demanding their key now or something, I'd make them wait the max. Same with being a dick about it.

I am thankful that both the winners I gave gifts to were quite nice and polite about it, even though I did not send it to them immediately.

The first wiiner, especially. I (for some reason) thought that the gift would get sent to them immediately if I clicked on the 'send gift' option here. Thankfully, friends from Steam let me know the correct way to do it and I was able to give them their gifts. I think they only had to wait about 3 hours in total, so at least I didn't make them wait for a day or so.

I'm still thinking about the people that complain about not getting their key immediately. What if the draw happens when I am asleep or at work? I obviously can't send them their prize at that time, and you would think they would realize that.

The greed and ingratitude of some people makes me sad.

dunno if the stuff would actually approve the rerol but seems like all the reasons are valid for you to ask a reroll except the one that one said to you at the comments that you made a crappy GA and he only wants the cards i would immidiatelly blacklist him just cause he is being rude for no reason and if the system wouldnt kick his entry from my GA i would ask for a reroll based on the fact that i blacklisted him b4 the GA was ended on the other hand if someone enters any GA of mine just for the cards and he ends up not playing the game or ever plan to play the game but he is poilite and say thanks if he win then i dont care i rather do something i like rather than stalk my winners to see if they actually played the game

Is it naming and shaming if you provide links to your ended GAs so anyone can see how they are acting? You're technically not writing their names, you're only sharing links to old GAs of yours. That way people can see who they are and blacklist them.
