It could mean that he tried to register 2 years ago but didn't meet the $100 requirement. Your account is still created in that case, you just can't use it.

You can't make official giveaways for non-steam games, but you can still give them away in the forums in plenty of fun ways. You could make a forum giveaway and choose your winner with random.org, or make a puzzle and let the first solver get it, etc. You won't get any CV for it, but it might still be fun.
