Hi,
The game you made a GA for was previously free, according to steamgifts. In the past you couldn't give such games but a recent change allows you to give them away but you do not get CV for them.
When you create a new giveaway you have this under the select game:
" * Reduced value towards your contributor level.
** No value towards your contributor level."
Games with * give you 15% of value and with ** 0%.

Because there was a mass giveaway for this game at some point. You can recognize this by two stars attached to the game's name when choosing it in the GA creation menu.
