Were the broth and the beef cooked separately and mixed together, or were they prepared together in the first place?

(For example, stew beef noodle is made by putting noodle into stew beef - the beef and the broth are prepared together. Compared with ramen where the different ingredients are prepared separately and mixed together when served)
