nope, you can't see if somebody active a Galactic Arms Race, becouse it didn't list in steam library.

edit: i wasnt checking via steam library btw i was checking via games in common which shows not released versions aswell

Oh, well, congrats! Perhaps it's because of my slower PC that I could not redeem it fast enough, as Steam sure took its time displaying that "Activating key" window.
