Why do we need to scroll down to bottom of the page to post a comment?
I mean it's ok for a thread in the forum so you can view all the replies, but if you enter a giveaway and want to say 'Thanks!', it would be easier to write it at the top, don't you agree?

(Sorry if this is included in SteamGifts Plus add-on, I took a quick look at it but I didn't see/recognize 'my' idea...)

The reason why the bare-bones site has it at the bottom is to prevent those that don't read from not reading the comments. And on top of that, what you want is already in SG+.
