It seems a little strange , i won a giveaway and the guy send me a duplicate key, but when i try to enter the giveaway to see the owner the message pops up
You do not have permission to view this giveaway, since you have been blacklisted by the giveaway creator.
How do i contact the owner to tell him.

Try adding the giveaway creator on steam, if that doesn't work mark as not received after 7 days.

I'm assuming it was a public giveaway? If so open the URL to it while logged out or incognito and it'll ignore the blacklist screen. That way you can find who it is and add them or leave a message on Steam if they allow it as leniu said.

In case you already marked the game as received (right after viewing the key but before discovering it's a duplicate), the game shows up in your profile (click on your profile picture and then on "gifts won") and there you can see the name of the GA creator and go to his SG-profile via clicking on the name and from there to his steam account.

When winning a giveaway, there are a few things to keep in mind:

  1. Do not mark the gift "Received" until it is in your Steam library.
  2. If you accidentally mark the gift "Received," you are able to toggle it back off within the first couple of weeks.
  3. If the gift is later revoked from your Steam library at some point, contact SG Support.
  4. If you do not received the game you were promised, mark the giveaway "Not Received" after seven days.
  5. If you are unable to contact the creator through Steam, you may try replying to one of his/her comments.

Do not mark the gift "Received" until it is in your Steam library.

Thats the main problem of all the newbies. They got a key, even its not a steam key and mark it as recieved because they got a key :(

I guess because then some people wouldn't click it because afterall "they didn't activate it because they intend to regift / resell it" but I do see your point.

Well, at least the Won page recently got a disclaimer that says all won games have to be activated on the Steam account used during registration.

Yeah, normally that should cover it but there's always at least one guy who intentionally misunderstands the intent and then tries to argue based on phrasing.

Remember that one guy who tried to argue that "he did activate his wins on his accounts. The FAQ says nothing about keeping them there..." ? :D

Remember that SteamGifts has been around for years. Before the introduction of keys, things were simpler. These days, if we were aiming for technical accuracy, we would have three different stages; "Received," "Attempted to Activate," and "Redeemed." That would cover the various permutations for both keys and Steam gifts. For the sake of simplification, however, we have stuck with "Received," and that has sufficed.

Wow, this is so useful, straightforward, and well-written. It's almost like it should replace the similar content in the Guidelines/FAQ. ;-)
BTW, I have experience writing web-based FAQ and Help content. I could help with ongoing FAQ and Guidelines revisions if you/others would like. I'm sure there are others as well in this category. My only limitation is available time.
