Not that I know of.
Steam stopped officially supporting Windows XP awhile back. If Steam were to get more feature like Big Picture Mode it won't work on XP.

Edit: Just ignore what other people are saying. Big Picture Mode works on any resolution.

games and gameplay is the same with or without it, its the steam user interface that changes

I use it when the steam interface keeps scrolling back to the top every few seconds. It's quite an annoying bug that I've been running into. I guess that it wouldn't be so bad if I didn't have over 200 games.

Big Picture mode works fine on 1280x1024 resolution (in 720p mode), your display is not the reason you can't use it.
