From the FAQ:
The submitter and winner(s) of the giveaway have seven (7) days to complete the gifting process. This includes the activation of the gift on the Steam account of the winner.
You may request a reroll if you still can't contact the winner after 7 days have passed.

My raffle ended four days ago. It was a raffle for the group. But there is a problem. I can not get contact the the person who won. Do not respond to e-mails, do not accept invitations to steam. This person is not activated this game, probably not even seen the email that I sent the key. On Steam and sg.com he/she was 1 day ago. I do not know what to do now. If it still will not be able to communicate what I do.? Sorry for my bad English.
