Nope. If anything, I get them from Humble Bundle or such sites; which DO NOT count as purchasing them from the Steam Store, which would unlock the Market restrictions. Even activating them.

Indeed, that is correct. As long as the funds are added through a gift card or a credit card. Obviously, through selling on the marketplace won't do, since I had forgotten that you would be locked out of using it anyways. :P

Trading and Marketplace are totally different.
I can trade stuff with other people with no issues; trying to buy/sell from the market however you cannot.

Then buy one of those cheap games and be done with it. There was a game for like, $0.19; Caster or something. I dunno. That's all you have to do; certain amount is not required, just a valid purchase.

Buy him steam wallet code, trade for it or in worst case tell him to start using tremor games and saving points there so once he get enough points he can buy 10$ or 20$ wallet code from there, but it will take him time to earn points.
Best case is if you or he buys steam wallet code and uses it so he can get steam money, then go buy steam game.
If he can't buy it then try to trade with someone for wallet code.

My friend created an account and he hasn't access to the Market/Card Trades, and other restrictions that Steam imposes to his account. But he don't wanna buy any game (for now) to make her account "premium", because he only plays TF2. Well, if I send to him a Steam Gift and he receive/activate the game, her account will be "premium" or he still have to buy some game?
EDIT: Also, I have a second account that I never bought nothing, and I can trade with this account, and I already sent a Steam Gift to this account and activated, but I don't know if was it that made my second account "premium"
