I had kinda same problem, but much worse. I was permabanned from trading at Steam because some guy reported me from multiple accounts because I changed my mind about his offer. Steam support was useless as usual, so don't rely too much on them. I was pissed off and decided to spam Valve's employees with "why i me baneded form setem trad thing?" (sorry if this sounds offensive to you-know-who, let me know and i'll remove it) and later I have accepted my fate. Two days later, I got unbanned.
The moral of the story? I'm French.

So, I was trading with a friend when the phone rings. I answer it and Gaben tells me "Dude you can't, you gonna wait 7 days to trade" so I tell my friend about it, but his account does not exist anymore. Then, who was trade?

I went to buy some keys off the market so I could trade for Gmod for a friend's birthday. Using the client wasn't working so I went to use a browser but I'd been logged out. I couldn't remember my password so I went to reset it and then realised I wouldn't be able to use the market for 30(?) days... I'd wrote my new password down but my mum had cleaned my room and took me ages to find it.
Thankfully I did and all was good.

When I trade inventory copies of games I dont want people to see to my spare account, I have to send an offer, log out, log in with 2nd account, accept, log out, log back in with first account. It waste 1 minute of my precious time!

Once I bought Mann Co keys from Valve. Couldn't trade for 7 days, then the game I wanted was out of stock from a trader ); I still don't have spore lol

I actually had a backup. after re-installing Steam and being annoyed by the "please enter your watchamacallit code here" dialog, I copied the backup over the new installation.
however Steam still asked for the code, so I just rolled with it and deleted the backup.
there are actually 4 ssfn fiels in the Steam folder.

Aren't you supposed to be able to trade once you verify your device?
I reinstall my o.s. every few months or so, and after the code thingy i can trade without a problem each time, I recall a post saying that as long as your logging in from the same IP as before you should be able to trade after the verification but i could be mistaken on that.
One detail though, steam does have it's own partition in my build, so maybe that's why it does work for me and not for you guys, in any case i've never had to mess with the ssfn files.
