My VCN got denied

So, usually, when i buy something online, i use VCN as payment method. But when at steam sale period, when i want to bought some game from indiegala, the VCN got denied. I thought that the problem was from the site. But when i tried another store (at bundlestars), it also get denied. Then i tried to use it in humble, also get denied.

I was confused. Was the VCN didn't work?

Finally i used it at steam, and works. So what was the problem?

And today i tried again. At same site. And got denied once more. I tried use different number, also got denied. So what is exactly the problem?
