Probably because you shouldn't give away the games in the bundles while they're active. So they're kinda breaking the rules even if they're not from the bundle.

You can still give them out as long as they are not keys, but actual gift copies.

Are you talking about reporting or about commenting about reporting? As far as I know, there's no way to know if someone reported your giveaway, except them writing about it in the comments.

I know what giveaway you're talking about, and you're defending the people who break the rules. I'm guessing you're the type of person who doesn't care about the rules because these gifts are all in acts of kindness.
The person clearly said that he had a SEA key of DotA 2 which is against the rules. If you don't like/follow the rules no one is forcing you to stay here, and the people who report giveaways that are against the rules do not "kill joys".

If they really don't know about the rules (THEY SHOULD) reporting the giveaways gives them a chance to learn their mistake before they get a ban. If they still don't give a fuck after they learned they deserve a ban

Reporting and enforcing aren't the same. You report to call in an enforcer, who is your summary judge, jury, and executioner. Not reporting is just being unhelpful to them.

I blame the whole contributor giveaways thing.

I love the people writing "reported" on every bundle key ;)
Then i look at their profile, and 90% of the time, they haven't themself gifted for more then 50 points.
I just lol and keep going.

Reporting =/= Administrative Action

Some people are willing to abuse charity bundles by paying 1 cent and putting them up on this site to increase their chances of winning games for themselves. Those putting up bundle keys as individual keys aren't doing it to be nice, they're doing it for themselves.

If the community screws up reports every so often, it's okay! Why? Because they're not the one who takes any action against these people.
