I just added some games to my card farming account, ready to farm ... visiting the market I got this message "Market not available" with a link leading me to this site: https://support.steampowered.com/kb_article.php?ref=3330-IAGK-7663
This account has been active at least for half a year now and until now I was perfectly able to farm my cards and later on trade them to my main. This SUCKS now big time!

I know about the changes and what I have to do to unlock the account (spend $5 and so), but I was still wondering because after it got announced that this is the new way Valve tries to save us from the spammers I checked my account and it didn't seem like this would be done retroactively. I believed myself safe...

Yeah they changed some stuff to prevent bots i guess, but remains the same problem with bots.

I read about the changes and checked on my account a few days after these changes were announced and was perfectly able to idle my cards back then. Now I'm sad :'(

The solution is to spend $5 in the steam store.
If you already have, the solution is to send a support ticket and persevere/wait.

Did you buy something on the account? Or did you contact customer support to remove it?
The lock isn't something that "retroactively" happens, its something they implemented a while back.
If you have not bought anything on an account for a certain period of time, then it becomes locked.

Steam Support won't remove it. You have to fullfill the criteria.
I.E. you have to buy something on your account to become eligible again.

Haven't tried it as I'm not into the whole card farming business. But it should qualify for the point "Some examples of purchases that grant access to these features are: Purchasing a Steam gift that is equal to $5 USD or more from the Steam store (Receiving a Steam gift from a friend doesn't count)" from the page you linked.

And if it doesn't, at least you won't be losing out on anything since you'll still get the game where you want it in the end.

Just realized: you don't need to spend money now. You can just add the equivalent of 5$ in the steam wallet and wait for the sales to purchase the gift!

It's due to some recent policy changes on Valve's end presumably to try and help combat 'throwaway' accounts that are used to spam others, for exploitative purposes, or bots being used for 'bad' purposes.

I'm not familiar yet with the most recent changes but Trading and Community market used to have different restrictions:
For trading you have to have Steam Guard enabled for 2 weeks.
To use the market you have to have a purchase within the last year older than 1 month. (buying a single card qualifies but unluckily to do that you would need market)
So maybe your last purchase on that account has been more than a year ago or did you maybe make some changes that would trigger SteamGuard to reset ?

It used to be like that. The recent changes now require you to spend at lest $5 USD on your account to make these features available. These other restricitions you mentioned I passed by long ago. Just click the link in the OP to learn more about what Valve came up with ^^

What confuses me is that I just checked with an alt-account I created as a key-tester and never bought anything other than free games from IndieGala [I also added Fractured Space when it was free a few weeks ago and used 4 gifts for 0,2 € games] (nor added cash to wallet) and I was still able to trade a card from my main to it (that account never had access to Community market).
Sorry, I'm aware that doesn't really help...

Edit: I guess Fractured Space is what makes the difference although it was complimentary.

this explains why only bots with vac banned accounts add me now, probably the owners of these bots just buy accounts with vac bans for a really low price and use the ones that are unlocked

I use to redeem free steam keys (found on massive Giveaways around the internet) and/or spare double keys I have from bundles/whatever on my second account and mine the cards from those games, than trade over my main account and make profit from them. I think that is what it's meant to be for him too.

Mhm, exactly. Mostly shitty bundle games that have been bundled 1000 times and that are too bad to give away or have really pricey cards that make it worth it. Also good for crafting badges out of those given for free games.

I think its funny your mad that they kept you from being able to farm due to family sharing. Chances are your probably abusing steam family share to get card drops for games the account does not even own that was created for no other reason than that. If you ask me, that should result in your main account and any other accounts under your IP being banned from the market as well.

Believe or not this condition only applied to alt account that ever spent something on steam like add funds, purchasing games.
example you have 2 alt , one alt acc spent something 3 years ago and other one only activating gift for farm cards. Alt that only activate game will be safe from retrolocked but alt that ever spent something will be locked.
Seems volvo hunting acc that ever purchase something and forced to do it again but now with determined value ($5) .
