I did something different this time, inspired by a certain someone ;)
I tried to give a bit of context to a short puzzle I thought, when it had none to begin with.
Just to say that you don’t have to read too much into the story. Actually, if you don’t want to read at all, you can totally skip the story. There are no essential hints in it. Even the binary code at the end (don’t be scared, you can’t see it before solving the puzzle) has no relevance to the puzzle itself, it's there just to add some flavour and maybe put the base for a sequel (but don't expect one, I haven't really thought about that yet). Btw I advise you to translate it after reaching "the end". If you're curious, that is.
The whole puzzle text is in the picture you'll see in the 1st ITH page:
you have an assignment, a target, leads to follow and a ITH code.

The puzzle will last until April 18th at 8pm CET.
I'll add further hints based on the number of solvers.
I'll post the solution at the end.
By solving it, you get access to a short train with:

I'd try to follow the order you see on the sheet of paper though. I mean: who's the target? How'd you stalk him? What those leads refer to? The ITH link is the last problem.
I know the alleged target. Other stuff remains unknown.
This is a very interesting puzzle, I think I know how to answer the questions, but I'm not finding the answers at the place where I'm looking at, I will keep looking though 👀
Okay so I have some digits but I'm mostly struggling with the first lead, at this point I know exactly what to do but I'm bad at the leads

I think I know exactly what to do. But if so it feels like either there's a lot of room for interpretation, or I don't know enough to know I'm looking at the correct things. Thus leading to tedious possibilities to try.

Do you mean, that some of your answers marked as correct?
There are obviously correct answers, but you don't have to answer.
Edit: obvious not because they're easy to find, but because you can't create a ITH puzzle with questions (even if they're blank) without putting at least one answer.
Hmm I tried to reduce room for interpretation by assigning the same match whenever I thought the same lead could apply. If one of them appears vague at first, there could be something you can see that actually makes it really specific (i.e. trouble ahead).
ITH can't really help you unless you have already completely understood the SOLUTION part of the puzzle.
Edit: added another possible match for the 1st lead.
I think I found the SOLUTION, but dont know what to do of it. Doesn't lead anywhere
Have you ever created a ITH puzzle? You could see a way to get to the solution you need.
I'd ask you to, at least, put spoiler tags on that or, better, to edit it. You're right btw, you must be missing a previous step.

So, so... Seeing as only 4 people (to my knowledge) solved it for now. I decided to reduce the difficulty a bit and, most of all, increase the quality of life of the stalking process. There's no more room for interpretation now if you understand where to look.
Hints in the op have been updated.
I wonder if I should ask about old version, so I can see what has changed.
But I came late, so I should not get such benefit.
Regarding There's more than a way you can read SOLUTION in that picture. - I actually can read it. But not sure what it gives me... not yet.
Well, you can have that benefit, considering I basically changed a step of the puzzle mid-course, but I don't know how to tell you without giving away further hints. Just know that I made so that you can skip a very tedious and open to interpretations part of the puzzle now. So it should be more balanced/enjoyable overall, I think.
The hints in the original post are more or less ordered, so that one, being the last one, should be clearer once you're at the last steps of the puzzle.

Heh. I'm sorry for that. I guess it could be unfair to those who wasted time before the update.
I think I killed two birds with one stone though. The puzzle is easier now + people don't get frustrated anymore for wasting time on a page that is really a pain in the butter to browse and no more room for interpratation, which is always bad.
No worries about wasted time, I didn't mind. I did however develop a strong dislike to the page browsing you are referring to ;)
Check the last update. It should leave very little margin for struggling there.
You can read that "Near Tokyo" as "From Japan", it's skyline the key word there.
