There is unfortunately a lot of intersite regifting, especially after a 500+ copy promotional giveaway on one of the giveaway sites. Since it's not in-site regifting, nothing is really done about it. If only the giveaway sites were to work together to combat intersite regifting, something could be done about the problem. Alas, I doubt it'll ever occur.

Except sg and steamcompanion are the only 2 sites that I know of that make you redeem the gifts you win, and only let you enter giveaways for games you do not own. Every other site I know of lets you enter any giveaway, and regift all you want.

I suppose so. I don't recall any proscriptions against regifting on PlayBlink and GameMiner seems to pretty much condone regifting. I'm not familiar with Cadeaux Gratuits' rules and policies, partly since they're all in French. GalaGiveaway's FAQ disapproves of regifting and may take action against regifters if they are reported, though it's technically not a "rule". From the FAQ: More About Giveaways § 2 (emphasis added):
There are no restrictions at all but there are a few "silent rules" in order to keep things fair and clean,
Look at it like "guidelines" to follow:
Please don't enter a giveaway if you already own the game/games offered in it;Do not enter a giveaway that contains DLC's unless you have or intend to buy the base game required for it;
Please don't organize giveaways with games you won in another Gala Giveaway;
Do not organize giveaways containing keys that require VPN activation;
Make sure you organize giveaways using only valid keys.
DO NOT SPAM referral links to external websites in the description of your GA
Should SteamGifts and SteamCompanion even prohibit regifting? I would say it's only fair to the giveaway creators and contributors, since it prevents users from profiting off the generosity of others. Many users complain about regifting, since regifters are rewarded CV (both sites), and Verified Contributor status and points (SteamCompanion) or Levels (SteamGifts) for giving away. It would probably make things easier on the Support if they didn't have to deal with these issues, but it may be at the expense of a fair and just system.

Personally, I think that steamgifts and steamcompanion should restrict regifting, seeing as you are only allowed to enter gas for games that you do not own. If you win a ga, and then regive the game away, you are gaining contribution value for something that you were required to activate. Sure someone ends up with the game, but it is a dick move.

It becomes a bit of a dilemma when the winner doesn't want the game, though. I've encountered instances where a regifter is regifting because he or she doesn't want the game they won. Some have even specifically told me that they won't ever play the game, so redeeming it would be a waste. Although the ideal solution would be for them to simply not enter into games they don't want to themselves redeem, people inevitably will. At that point, should we require them to redeem the game they'll never play, or give it away anyway?

If somehow, someone only realises they're not interested in the game after winning it, it's not like they are forced to accept the game. Reroll is still an option, so there's no valid reason to allow regifting.

That's true, but since the product key or link has already been seen, its authenticity is rendered dubious. Nobody can know whether the key is still unused, or if it was unused in the first place, since there is now someone who could be culpable if it is not. Redrawing the winner is a possible solution, but it's always a risky one. That's assuming the winner even complies. Many feel they "earned" the key, or they deserve to keep it since they won it fairly and randomly. The chances of the regifter even complying is slim to none.

I'm not going to start arguing about this on this thread but if you look at the other threads there are countless posts stating why your idea isn't ideal.
Also - it just makes no sense to allow re-gifting. Don't enter if you don't want the gift.
