It doesn't seem to be a bug, I also get the same error on all my removed games (the ones that don't have a store page anymore, but I still own them) that have trading cards.

Looks like they changed this. When the shop came out I tested if I can make backgrounds for banned games. Although I did not actually make anything I was able to find 'The Slaughtering Grounds' and some other games with the filter for owned games. Now those games don't show up anymore, and if I manually open the link to the points shop page for those games it claims I don't have them. ... Actually, now the shop doesn't even show me the backgrounds and emotes for those games anymore.
