No. VAT doesn't work that way. It's seller's obligation to collect VAT from you if you are from EU. They must show you the final price including VAT while making a purchase. If you are using VPN they assume you are not from EU. If anybody find out you are from EU but you were using VPN (which is not illegal) the seller will have to pay VAT with his own money because it was his obligation to find out where are you from and collect the tax.

Actually how would it be there job to verify you are from where you say you are??And i do not know about your laws,but in the U.S. doing that to get around paying taxes is tax invasion on your end.
The person selling the product as long as they follow the law.If the business by law is not required to collect your tax and they do not,and someone makes a lot purchases from you,and they get caught not reporting it themselves,they are in trouble,not the business.Even if the person making purchased faked say an addy to get around it,it the counts as fraud and tax invasion.
If that is how things are done in your country that is silly,and yet people make fun of U.S. and there laws at times.
Though if people use Paypal it would be easy to tell where you from if your paypal addy does not match the U.S. addy or whatever other country you used for your VPN.Then they could still charge you for VAT or whatever or just outright cancel your order and tell you to order it from your country.
Either way i doubt the seller would have to pay the taxes because someone used VPN to fraud them out of taxes.They should use the addy from the pay source to determine taxes,not the IP,as that can be faked so easy.
Just like Amazon even if you use fake addy and all that,you still have to pay taxes if you used a fake addy that required them to collect taxes regardless if your pay source was from Euro or whatever.it goes by adddy not by your IP.

You have no idea how VAT works (probably because there is no VAT in USA). The seller is like a middleman. He collects the tax from you and gives it to the tax office. You don't go to the tax office and don't pay it by yourself. For example you buy something worth 5€ and the seller gives you an invoice for 5€ + VAT. He can collect from you how much money he wants (theoretically, he can't collect more because it would be a tax invasion and he would need to give you an invoice for a higher amount, but they would be happy if he collected less because he sold something worth less and payed bigger tax than he should). He can even give you that thing for free. He has a proof he sold something worth 5€ (an invoice) so he will still have to pay the tax from that amount. They don't care if he didn't collect enough money. It's his loss. Of course if it wasn't some kind of fraud and he knew what he was doing. It would be a civil case then. It gets harder with internet transactions. There is no real way to determine if someone is from EU or not. Everyone can lie or use VPN. If the tax office find out the seller sold something to someone from UE but the seller thought he wasn't from EU he will still have to pay VAT for that transaction. Even if he didn't collect it. But do you really think that the tax office will find that out having less information about the buyer than the seller? EU is greedy and stupid. Therefore I think the European Union must be destroyed.

Still your laws seem pretty much the same here,you do not have to charge sale tax if you chose not to,but you will still pay it regardless
What i was talking about is how they handle it here for online transactions.
See here if the business does not have anything setup within that state they are not required to collect tax on out of state residents,,because they do not have to pay tax for another state only for the residents of the state that they do business in.
But you as a consumer still has to claim said product and pay taxes to your state for the purchase.,but they can not force you to pay tax on someone who ordered something online from another state,so if you pretend your from another state then you can get it tax free,and the business does not have to pay,but if a person is caught doing that,that person has to pay the state,not the business as they did not fail to collect tax within the law,because the said person lied about where they live.Though if they can prove you failed to follow the law to get around paying taxes they will also get in trouble.

So yeah with your laws if they make the business pay taxes regardless if they followed the law and said person claimed to be from another region or whatever,that is fucked up to say it is there job to verify who they are for a purchase.

it's a grey area. Theorethically as EU citizen you should pay european taxes. Technically as you purchased it via VPN it was purchased from US based computer so no EU taxes for it. Practically noone gives a damn when you do it on small scale. If you'd try to do so on big scale, running a company getting cheaper codes for reselling them without taxation, you'd have tax office coming after you.

Yeah i am not sure it worth the risk to save a bit,but i guess you took the dive.
Though i am not sure what triggers this,but maybe because your paypal does not match U.S. addy,i hope it turns out alright for you and they do not do something like block purchases from your paypal or something like that.
Using VPN to get around pricing is a risk as more places put safe guards in against trying to get around the prices

I wonder myself what triggered it, because just yesterday it worked fine. this was my 4th ever purchase at bundlestars. i did one in April and one last year according to my account's order history, and I'm not even sure if I used VPN for the first 2 purchases anymore.

It might be random?or they may be doing what Nuuvem has been doing and checking paypal to see where that is from and if is not from there region they block the sale.
Usually i ask myself is it worth VPN risk for the saving?if i am not saving a huge amount i just buy it the proper way through a retailer from my country.if it is only going to save me a 1 i usually do not hassle with VPN

This is one sweet bundle. Cossacks game are really cool. They were the bomb back in the day. If I remember correctly any other strategy game of the time didn't have those cool battle formations you could form your units with. In all other strategy games you just selected them all and they would run as ants.
