According to a Steam friend who played guinea pig issue is resolved.

so far nothing from Steam (questionable if they took notice already as those asses ignore their own forums) - cause of issue probably routine maintenance as on every Tuesday night - outage 14 hours and counting
cg could use this as a hotfix possibly but he doesn't read the forums either I guess.

I think this is a fix if you own a website and let your users login with Steam. In this scenario, you can fix your website code and have it up and running again. But if you're a user and cannot login to your website (for example I'm trying to login to PoE site using steamID) there is nothing you can do until the problem is solved by someone else...
