Can you explain the group/whitelist giveaway requirement? It looks like this train is only open to people who've done giveaways for their groups and whitelists. I'm not complaining, just trying to understand how things work 'round here.

If don't want to exclude people without Group/Whitelist giveaways, you could simply delete this rule.
