Hey ,its pretty simple you gain "Value" for making giveaways. One star next to the name means Bundled you get 15% of the Value , 2star means you get nothing and zero stars means you get full Value .
Alot of people buy bundles and giveaway the games they dont like from the bundle or they got them a second time .
Leveling up shouldnt be your first priority. (while lvl 1-3 are pretty neat for the beginning)
You can join Groups to increase your chances for giveaways or participate in some Puzzles.

Hey, for your Information most games/bundles with a 95%+Sale get added to the bundle list usually .sometimes retroactive.
Sometimes it happens because in some regions the game has a huge sale too .(mostly russia)Games that are given for free have zero Value if its above 1k copies .Both Giveaways were bundled and gave you 3Dollar real cv Value each .But if you giveaway a game and it gets later on a sale you will still have your full/bundled cv.

If youre looking for games (free)
I would recommend reddit FreeGamesOnSteam or FreeGameFindings and of cource checking steamdb once in a while for good sales/freebies.
Of course if you search for a specific games on 3rd party sites you should use Isthereanydeal or gg.deals .

If you're not sure on how CV will be handled for game, just go to create a giveaway, type in the name of the game and see if it has one * next to the name. If it doesn't it's going to give the full value, if it does it's going to be less. Easier and quicker than looking at other sites if something has been bundled or not :)
