Community Marketplace Down In Mexico?

I Cannot connect to the community market over here at México and i cannot buy or sell any stuff, the page keeps telling me to refresh, I already tried from the browser and the desktop version and nothing :(, are the servers down? , is it just me with a crappy connection?, what is happening? please someone tell me!
