Those specific games you mentioned give Steam keys because they are Steamworks titles and require Steam. Rayman Legends is not a Steamworks title so the only way to get it on Steam is to buy it direct from Steam (although it may still require using Uplay in the end anyway). Most of the Ubisoft titles aren't Steamworks and therefore don't give Steam keys. The only case that I have seen of a 3rd-party vendor giving Steam keys for some non-Steamworks Ubisoft titles is Amazon -- for example they sell both Uplay and Steam versions of Far Cry 3, Assassin's Creed IV, etc. Hope this answers your question.
