It's not a weird question, just a bit... optimistic... :) Check the Steam Refunds page:
Purchases Made Outside of Steam
Valve cannot provide refunds for purchases made outside of Steam (for example, CD keys or Steam wallet cards purchased from third parties).

i don't think gifted games apply, they have to be purchases you made with wallet or any other payment method.

Steam is a platform and a store...and you got a store-refund from them, for using their store....and not for buying in different stores, and using the games via their platform.
And if the publisher, for whatever reason, offers itself a refund, you also would have to do this via the other store or the publisher.

Well what did you expect when so many ask questions like this that can be easily answered just by looking on Steam, or a simple Google search.
If your going to ask such a question that MAY be answered so easily with little effort, why would you expect mostly serious replies?
You could have just used Google it can be your friend..
https://www.google.com/search?q=steam+refund+policy&ie=utf-8&oe=utf-8
Why are so many so lazy now a days, instead just a simple search they come here to ask.I use Google and if i still can not find a clear answer i may ask a friend or two or in chat, then if i still can not find decent info i might post here.
I am not trying to be rude i am just saying these kind of question for most part will not net to many serious replies and mostly people being sarcastic or other wise because it is such a simple question, and some of should have been obvious like they will not give refund for keys or games bought outside Steam.

you did not bother to edit that you got an answer, so according to OP he just answered your question.
ALSO - you are too lazy to edit your OP, too lazy to do a basic google search, too lazy to evan look at refund FAQ itself which also answers you, yet you get irritated on someone being too lazy to read through 20+ comments, because you didn't bother to edit OP?
