Why do some games have no CV despite the fact that they have never been offered as giveaway?

Today I saw Sniper Ghost Warrior Trilogy being offered for one buck on Fanatical, so I thought that I would buy it for making a giveaway, but when I checked on SG it states that the Sniper ghost gold edition or like products offer no contribution value? I don't remember that it was ever offered as giveaway.

I already got the answer for this question from support. But if you really wanna create such giveaway, why some CV-thing must stop you?

It was given away by gamehunt.
