Humble Bundle Region Lock

I want to gift a game to my friend who lives in a different country. Humble bundle says that "This key is not available in the countries listed below. If the gift recipient is located in one of these countries, they may not be able to redeem the key." What does this mean exactly? Can I not create a gift link and send it to him?
Thank you for your help.

EDIT: The issue was resolved, I simply claimed the key instead of the gift link and the key was redeemed via Steam with no issues. Thank you all for your replies!

If your friend lives in one of the countries that are listed, he will not be able to redeem the game.

You will be able to create a gift link, but your friend own't be able to redeem the key inside the link (assuming your friend lives in one of the countries listed).

There is a big difference between "may not be able" and "wont be able" to activate something.

Humble Bundle often lists regional restrictions that are incorrect. You should look for the SteamGifts discussion thread for the bundle in question, there you can find more accurate information about the region restrictions.

A few days ago, I was able to redeem a code that, according to Humble, couldn't be redeemed in Brazil (where I live). But the code worked just fine.

You can also just give the key to your friend and let him try to activate it.

Maybe try using steamtrades and swap the same game but with different region restrictions?
