This is what the Steam FAQ says about this particular issue:

"If possible, you should contact your wireless service provider and get a replacement phone with the same phone number. Steam will be able to send SMS messages to your replacement phone, and you will be able to recover your account as described below.
If you no longer have access to your phone and don't have your recovery code, you'll need the assistance of Steam Support. Use the "Help me with my issue" button at the top right of this page to get help removing your authenticator. If you don’t have access to the email address that is currently associated with your Steam Account please provide proof of account ownership within your ticket."

Getting a replacement phone number costs the same amount of money as buying a new SIM card - however with a new one you get the exact same value that you paid for as phone credit. So getting a same number card isn't cost-effective.

Alternative is to use Steam support which, last I checked, isn't any good to begin with, let alone sending them proof of ownership. What exactly classifies as proof of ownership? A CD-key activated? I have a CD-key that I gave her but it was a digital purchase. Would that count?

She has deauthorized her stolen phone from using Steam, but still, can't change the password or authorize a new one.

Are you sure? Getting a replacement SIM card and deauthorizing old SIM card with the same number costs nearly nothing here in Poland, it's like 5$ for actual effort top. Do not mix replacement phone with replacement SIM card - you basically need only to ask your phone provider to deauthorize old SIM card, so it can't log in to the network, and issue new one. This should be very easy and cheap in most countries.

Yes. I know. I have done this. It's about 3$ here but for 3$ she can buy a new sim card and get 3$ in credit to use. Anyhow, she contacted support and its fixed.

You can use a CD-Key, purchase receipt, or some other things to do it. They have you send the proof through an automated menu on Steam Support, then they review it. Haven't had to do it before, so not sure how long that takes after you submit it, but the hard part is done before support even responds.

BTW, why can't she change steam password? She won't be able to access steam support if she can't access her account in the first place (unless someone knows better).

This is the point here. I think they send you a one time code, like battle net authenticator. If you don't have it you'll need to contact steam support

Is it that expensive over there? I can get replacement for SIM card here for maybe 2 bucks or so. As long as I hold proofs that number is mine though (e.g bring registered passport).

Had something similar happen to me last year. Dropped my phone in the river and since it was a prepaid burner, I didnt think twice about buying another with a new number. Then realized I needed the old numer to change Steam info lol...

Support wasnt too bad. All I had to do was prove ownership (which for me was some activated cd-keys and I think a couple Paypal transaction IDs). Either way, https://support.steampowered.com/kb_article.php?s=851bf7289df460652c8c3e542430e7a7&ref=2347-QDFN-4366 That might help you I hope.

edit: Should add, I just copy and pasted the activated cd key. Was a Bundlestars key I think or Indiegala. Either way they accepted it. Also may have worked because I added Paypal info too. Not sure if you have a credit card linked or any payment info, but that should work too

Well they count cd-key + screen of receipt + approx. date of redeeming or same for gifts bought (ex. paypal receipt screenshot) as a proof. Actually not so much you can do without contacting Steam support if you had Authenticator enabled. If not, just get a replacement SIM with same number (in my country those are free like 5 years already or so)

Thats odd, every company I've dealt with either doesn't charge or just charges a small fee (eg. delivery).
