I actually had not considered someone just simply not wanting the game. I buy games just to have them, I haven't even played half of the ones I own. Steamgifts does not seem to allow for regifting, something I am ok with. I suppose I could increase the number, at what point does coincidence become inactivity? Do you have a suggestion? My goal is to better the group, and I don't know everything. :)

That is a possibility. One thing to consider is that I personally build, maintain and update a database that takes all queries into consideration. Meaning that I would need to manually note each one. This can become cumbersome as the group grows.

Lezz's idea is the best I can think of at the moment. I personally have most games blacklisted in SG+ so I can't give a reasonable answer to the ratio that I enter.
I can write a simple python script to scrape comments if you want, to make your job easier. It could take a giveaway url and return a list of people with a certain text (something like "[NOT ENTERED]" as an example) in their comment.

Hahahaha. :P
I'd be interested, but with limited funds, I wouldn't be able to make giveaways, and I tend to not enter much in ratio groups anyway.
Good luck in finding an interested member.

This isn't about ratios. This is about getting free shit. You may only last for two games, but you got two fucking games! possibly more, actually. With my bonus giveaways and what other members want to contribute, you could actually win LOTS of games before getting booted. and I wouldn't even be mad!

But I'd feel guilty, and dirty, and girty. Is that last one a word? It should be.

grity, maybe? Who's gonna judge you? that guy in a steam group you just joined? fuck'em. But I just gave the last spot to that guy down there. How do you make a down arrow?
Look out for more slots to be open. Get free shit. That's what life is all about. (for you, not me. I'm not girty.)

Well, I'll consider it the next time you have open slots. And if by then, I just happen to have money again for more than the occasional bundles, great.

I like you. It's far too rare to see people making groups about giving stuff away and not forcing everyone to match giveaways with wins or whatnot. The reason I'm on this site is that I'm broke as fuck! I can't be giving away games very often, and especially am not able to match spending with wins...
Cheers (and sorry for the rant :P)

Copypasta:
Each week, one or more Steam games will be given away to a member of this group. The giveaways will happen through Steamgifts.com, so if you do not have an account there, you need to get one.
http://www.steamgifts.com/
The rules will be as follows:
1) The members of the group will remain in balance with giveaways to ensure a better chance of winning. I will try to keep the odds ~ 1 in 10. The group will start with only 10 members. For each game given away per week, another ten will be added (2 games per week = 20 members and so on).
2) Non-contributing members will be rotated out after 2 wins. If you fail to contribute a giveaway within 24 hours after your second win, you will be removed from the group.
2.5) If you fail to enter a giveaway twice in a row, you will be dropped from the group. Some people want to win, if you fail to enter, you obviously don't. If you already own the game up for grabs, you will not be required to enter.
3) In order to remain in the group, you must contribute 1 game per week after your second win. The value of the game is not important.
4) New members are chosen by the newest contributor. After your second win, you will get to invite ten friends (or strangers, up to you) to the group. They will remain members of the group until a) you no longer contribute or b) they fail to contribute after 2 wins. If you stop contributing, you and your ten (or the remaining non-contributing) "probationary" members will be removed from the group.
5) These rules are a work in progress and may be changed at any moment at my discretion.
6) Don’t be a dick. This is a pretty easy way to grab 2 free games in a relatively short amount of time (theoretically, and again, relative). The purpose is to get luck a little more in line with what we’d like to see, and that can’t happen if people are dicks.
There are no minimum requirements for this group; it is all about giving everyone a chance. You don’t need $500 CV or 30 years active service to join. I will be giving away games on a weekly basis (both to the group and publicly) regardless of what group member contribute.
First 6 requests are in.
