No idea, but you can ask to be re added here.

If it is not on the list, it is for one of these reasons:

1. Currently or has been given for free en masse
2. Removed from the Steam Store (can be added back to the list via support ticket)
3. Just launched on Steam and the list hasn't been updated yet.

Seems the game is purchased disable so you should be able to make a giveaway for it unless it was given away for free at some point. I don't remember that ever being the case though :/.

Acording to steam reviews, game is dead. Servers are offline permanently. Maybe is that the reason.
