and get suspended for breaking SG Rules.
From FAQ:
Can I enter a giveaway for a friend?
You should only enter to win giveaways for yourself, and if you win a game, it must be activated and redeemed to the Steam account used during registration. If a friend is interesting in joining giveaways, they'll need to register for their own account.
From Guidelines:
Won gifts should be activated to the Steam account used during registration, and they should not be regifted, traded, or sold.

Not Activating Won Gifts

And multiwin means not activating because you cannot activate same game twice.

you understand wrong ;) SGT has two kind of checks - one is activation check, other is multiwin check. activation check will result in nothing, but multiwin will list all your multiple wins.
For example - this is activation check: http://www.sgtools.info/nonactivated/YukinNya and whis is multi check: http://www.sgtools.info/multiple/YukinNya

Right, thus a multi-win will not show up as a game not-activated, because those are 2 different checks. Your last line in previous comment seem to imply a multi-win will end up with results in a non-activation check. At least that was how I understood your wording.

You are mixing things up. You asked about SGT I answered you, now you bring up my comment where I was talking about SG as an argument. SGT and SG are 2 totally separate entities. SGT is third party website not related to SG. SGT may be used by users to check rulebreaking it doea not mean that SGT does things the same way SG does. If you win same game 2 times and dont ask for reroll you get 2 keys. SG rules state that EVRY key you win gotta be activated on YOUR account. If you won and activated 1st key you cannot activate 2nd one on said account. Thus you are breaking "activate all wins on your account" rule and get same suspension.

Right, I see what you mean by your last comment now, which pertains to Steamgifts rule, not SG-Tools. The reason I stated about SG-Tools is because it is the main method used by SG users to check for rules. But of course it's not a direct reflection of SG rules.

Did you really win two of the same game though? One of those Torch Cave 2 drops was for Torch Cave 1 keys. He just doesn't care at all.
And on this train of though: just mark the second one as not received and move on. He really doesn't care and adding another not received to his other half thousand or so similar not received keys won't change much.

I believe the acceptable procedure is to contact the GA creator and ask for a reroll. If after 7 days there is no reply, mark the win as not received. Do not give the key away or use it, as that is against the site's rule, and can get you suspended.

How did this happen though? Honestly curious. I thought the website now automatically removes you from giveaways for the same game after you win it once. You'd have to enter another giveaway for it after winning it. Somebody correct me if I'm wrong, please :)
I'm always paranoid that I accidentally win a key twice (I once entered for a DLC I was 100% sure I did not have without double-checking, and of course I did -- and I was mortified), so I'm really wondering how this accidentally happens, so I can try harder to avoid it happening to me.

The site didn't block me from entering the giveaway (until today, even doing the sync, sometimes it doesn't block me from entering some games / DLCs that I already have), and got a DLC I already had: http://i.imgur.com/UZTrMxj.png

The site intentionally doesn't block you from entering giveaways, in case there is an issue with you not receiving a won game.
As far as DLCs [or any package including even a single DLC], the site can't check those, since Steam doesn't properly send out ownership data on DLCs. If you're logged into Steam Community and use the SG++ script, it can sometimes check DLC ownership for you, but that's about the only method, and I haven't found it a very reliable one of late. If you're signed in to Steam Community it's a single click on the game image in the top left of the giveaway page to check if you own it, so that's always an efficient method of checking.
That said, someone entering for a game they only just won strikes me as being more of an issue of complete disregard of one's wins, rather than an issue with the functioning of any site.

I did not enter in intentionally, In print one is underneath the other because I edited it, I won dozens of games in that period. 2 hours ago, I was able to talk to the support and they told me what to do.

A week ago I won the same game twice, tried to talk to the creator of the giveaway to ask for a reroll, but he does not respond. What I need to do?
Update: I talked to the support, the reroll is done, the game was sent to a new winner ❤. Thank you very much for the suggestions and help.
