The rules (or lack thereof) are as follows:
You can add any special elements to a giveaway you want.
However you may not ask for a repick if someone not meeting a special condition wins a game, even
If those special elements restrict entry [say, 'Any users who say 'Thank you' will not qualify for a game'].
In that case you risk your giveaway being marked 'not received' and losing that giveaway slot, unless the person in question also agrees to the repick.
The easiest way to avoid that is just to [temporarily] add people to your whitelist when they meet your criteria, and then do a whitelist-only giveaway :)

These additional rules only apply to the additional giveaway, and not the GA people are spending points on.
This is in each of the descriptions:

I'll likely be sending the additional GA via Steam, rather than SG. Simply because it'd be hard for a workaround via my whitelist as it has near 100 people in.

SteamGives rules only apply to stuff that's connected to SteamGifts. (Did I say that right?)
Not only is your idea acceptable, it is a regular practice by some other SG members.

Nothing wrong with your giveaway. Generally everything is fine as long as you don't pose unreasonable conditions on your current giveaway ("unreasonable", here, means not involving already owned games of a bundle/pack). i.e. "i will ask for reroll if you already have more than half games in this pack" is ok, but "i will ask for reroll if you don't say thanks" is not.
Offering a free game on top of current giveaway is not only ok, but also awesome! :P

So, is this within the SteamGifts rules?
I know the asking for a specific GIF is, but is offering a game up (from time to time) for my favorite within the rules? It wouldn't be within the SteamGifts system (the person who submits my favorite GIF), as I can't see how I could that.
So, is it within the rules? I wanted to do something different within my GA's.
