So if your friend both ip and billing information in Non-region locked part ( aka like in US ) it will be non-region locked key. However I don't know if you are able to active that key on your account and play with your ip or not. I mean it's something like I'm traveling to German and bought a steam game / active it and play it no problem. When I get back home in US, I won't be able to play that game anymore though.

ROW keys can always be activated, if the game is locked to Germany. You cannot circumvent bans: if the game is not available in the country for reasons, even ROW keys get rejected. If a local version is sold, then ROW keys work; Steam cannot reject ROW keys since these are the keys sold at all authorised resellers (with some exception: I know GamersGate carries region-specific keys).

I got this bundle (Tier 2) from a friend from luxembourg. I sent him the money to his PayPal and he bought the bundle as gift and sent me the link. I activated an US VPN and clicked on the link to redeem it and also used the VPN to redeem the keys on the humble bundle page and I got uncut keys (WW or ROW). They activated as:

I hoped for remember me and tadaaa, there it is <3 one of their best bundles in my opinion (when I forget about the cut-uncut-wrong-version-drama)
btw, I was surprised how QUICK the steam-support replied to me. They only took ~2 hours to remove the wrong key from my account. Expected worse :)

Well this was a great bundle to begin with, even better now, only owned RE 5 and Arcade Edition SFIV and since I am awful at fighting games, no point in getting the ultra edition. Rogue like and fighting games, 2 genres I really don't know why I keep trying to play when I am so bad at them...

I have news on the subject matter: I just bought a Resident Evil 4 copy from this bundle from an American person. He gave me the key, so he bought and created the key all by himself in his country. And it redeemed cut!!!
I am so angry right now.
Seems there is no way for Germans to get a WW copy out of this bundle :(

You would have gotten the WW version if you used VPN while activating.
This is all Valve's call. It seems HB send the same keys to everyone for RE4 but the keys will redeem the appropriate version based on your IP.

I would never ever risk my Steam account by using a VPN, seriously.
It has been overall reported by many fellow Germans who received keys from countries not Germany that these keys were WW copies. Only the bundles bought and paid with a Geman IP will generate DE copies.

Because that's what happened to me. I noticed you visited the forum for this bundle from "For Uncut". Everything from my case is layed out there. The majority reports otherwise tho. And so I suspect there was something wrong with the key I've gotten - when I told the guy that the key redeemed cut he almost forced me to accept a refund, although I said it wouldn't be his fault but rather HB's fault, Steam's fault or Germany's fault for being so dickish. He insisted on refunding me, claiming "he felt bad". So I assume there must have been something up with the key in the first place.
Can't know for sure. Trying to win this game now or get it from another trade and see which out of all the possible scenarios is true.

Wow, coming back to this thread after the DmC situation has been cleared, only to find out that RE4 is also only a cut version? Maybe it's time to give up buying any games that might be censored from Humble Bundle, it's just too much of a hassle.

Just look under your account. When you're looking at the page for the already purchased bundle, it will say "Like what we're doing? Increase your order amount!" Click that, and then you can bump up your purchase to another tier.

Aha! Thanks a lot! Although it's a little confusing since it tells me to add one cent to get the BTA content that I already have.
