Jokes aside, as all the links are gone, here is the solution:
You get the "a" from the a/sin(α)=2r formula, where r is the radius of the circumscribed circle of the triangle.
With the Pythagorean theorem you get the diameter (d) of the second circle.
And last you calculate the perimeter of the circle.
