How much do I need to spend in order to use community features like the market, trading, adding friends etc?

And how long must I wait to use the market to buy stuff.

I'm thinking of creating another account to play CS:GO.

I believe it is $5. It counts if you buy a gift on your new account and send it to your main.
I don't know the answer to how long you need to wait to use the market.

I think buying a gift counts. It's receiving a gift and activating such gift what doesn't count.

that refers to activating gifts purchased from another account in the new account, buying a $5 gift will work

It's actually $5€.
Personally, I got the Orange Box for 3.49€ and it worked, since it includes TF2.
