Yeah contact support. I had the same problem and they reseted it.

If you hadn't broken the giveaway rules repeatedly (thus resulting in your giveaways being deleted by mods) then you wouldn't have lost your slots in the first place.

That's how the system work to stop you trying to do more giveaways of free stuff. Before contacting support to try to convince them to remove your limit, please read completelly the FAQ

Omg, they really do delete now giveaways that are games for free. How good. Last time I remembered whole SteamGifts was spammed by METRO.... 4 pages of Metro only...
