I think you're on the right track, but you didn't go far enough. They should just make it bannable for anyone to give away any games at all. It's the only way to make sure someone doesn't find some kind of sneaky loophole that might make their greenlight game more popular. Gotta ban bundles too, since bundled games tend to get a lot more greenlight votes. In fact, having a good greenlight page or an interesting sounding game also gives a gain an unfair advantage over other games on greenlight, so they need to implement blind voting where you click yes or no before you get to see what game you're voting on.

It's the only way to be fair.

I just report these games with links to forums where devs offers free keys. This is against greenlight TOS and Steam has made it clear quite a few times.

If you're not in the group, then you didn't do everything that was needed for to get a key (I also didn't join because I had it from a GL bundle - and because of this I also didn't get a copy)

It's not a bribe. No one loses anything. It's marketing. There are tons of games on steam anyway and the ones that deserve do be voted on greenlight will be voted regardless of the games that are voted for free keys.
